If you want to quickly make sand and dunes on a single plane in Blender 2.9, here’s how the process goes: select all of your mesh (it doesn’t matter if it has vertices or not), then go up under Paint Mode somewhere near where it says Shading Map assign an image-based material by choosing Image from Database populates with various textures for this setting depending upon what kind of terrain/landscape map etcetera) choose one that matches whatever look desired finally hit OK.
