He is using Autodesk Maya with the Redshift renderer and any software or render can achieve similar results if they generate peril noise which will be key in achieving this effect!
Redshift is a really fast GPU renderer, so Greg’s scene only takes 35 seconds to render. The water shader created here should be quick and easy even for beginners because you can animate it with no trouble at all!
